Employer-Endorsed Curriculum Developed
Monday, July 8, 2002

Tech Prep RGV offers two employer-endorsed CAREERS IN ACTION curricula. Both resources were developed by local teachers and counselors, working with local employers who then endorsed the finished product.

The K-8 Careers in Action curriculum utilizes a vertical team approach to building advanced academics with personal and technical skills. This curriculum was developed over a multi-year period, using School-to-Careers funding provided through the Texas Education Agency and the Texas Workforce Commission, utilizes a system of unit plans developed by TekSTAR and shared with Tech Prep RGV by the Region One Education Service Center.

Glenda McClendon, Coordinator of Counseling and Guidance, McAllen ISD, served as overall project coordinator and conducted final editing. Curriculum units now available are as follows:

Second Grade: Agriculture and Science Technology
Third Grade: Art, Communications, and Media
Fourth Grade: Health Science Technology
Fifth Grade: Industrial and Engineering Technology
Sixth Grade: Art, Communications, and Media
Seventh Grade: Health Science Technology
Eighth Grade: Industrial and Engineering Technology

For grades 9-12, curriculum development began in Summer 2002, with curriculum developed for integration into academic course content of career concentration information. The high school project was funded with Carl D. Perkins Tech Prep funds provided through the Texas Higher Education Coordinating Board.

Employers participating in the high school project, who will be endorsing the curriculum after lesson plan review has been completed, are as follows:

Staff of the Region One Education Service Center volunteered time and resources for both projects. Board members who worked with Tech Prep staff on the projects included Janice H. Mumford, McAllen, Professional Development Committee Chair, and Linda Wade, Ph.D., Harlingen, Curriculum/Work-Based Learning Committee Chair.

Statewide and Local Articulation Updates Underway

Statewide Articulation: Statewide-articulated courses are continuing to be refined. Some new changes are:
· Effective school year 2002-2003, Technology Applications courses will no longer be approved for Statewide Articulation. Courses that will be removed are the following:

· Some courses that were once locally articulated courses have been replaced with statewide-articulated courses.
· Colleges are offering new programs, making additional statewide-articulated courses available for the 2002-2003 academic year.

Local Articulation: Colleges will be working with school districts this fall in preparation for implementing changes in local articulation agreements. Some changes to be made are:

· Some courses are being deleted because the curriculum alignment has changed.
· Some new courses are being offered because curriculum alignment has changed or new college programs are being offered.

More Ways to Earn Credit with Tech Prep

Tech Prep is a program that allows a student to start a college technical major in high school. In a Tech Prep program, a student begins his or her course of study in high school and continues in a community or technical college. The result is a certificate or associate degree that prepares the student for a career. Tech Prep programs combine the academic courses needed for success in college AND technical courses that begin to prepare students for careers. Students in Tech Prep programs can earn college credit through:

· Content-enhanced articulated courses
· Dual credit by concurrent enrollment
· College Board Advanced Placement (AP)

Content-Enhanced Articulated Courses: Students who enroll in content-enhanced articulated high school courses may be eligible for college credit after enrolling in a technical program at a participating community or technical college.
· Some articulated courses are honored by colleges across the state; others are locally developed and eligible for credit at local colleges
· Credit is not awarded until student enrolls in a technical degree plan in a college
· No tuition or additional testing required

Dual Credit by Concurrent Enrollment: Some high schools allow juniors or seniors to enroll in college before they graduate from high school. This way a student can earn high school and college credit at the same time.
· Student must take and pass some or all sections of the Texas Academic Skills Program (TASP) test and/or all sections of the high school exit test (TAAS or TAKS)
· Academic and some technical courses
· College tuition may be required

AP - College Board Advanced Placement Examination Program: Students who enroll in AP courses in high school may be eligible to receive college credit based on test scores on a national AP exam.
· Recognized at college and universities nationwide
· Academic courses only
· Testing required

Many of these courses are eligible to count as DAP measures. Check with high school counselors, college advisors, or Tech Prep staff to learn more.


Teacher Internship Application Deadline Extended
Tuesday, May 14, 2002

The deadline to apply for participation in this year's Summer Teacher Internship and Curriculum-Writing project has been extended until Thursday, May 22. This year's internship project is open to high school teachers. Applications must be submitted to Tech Prep's Harlingen office and must be POSTMARKED by 4 p.m. on May 22 to be considered.

Cavazos Addresses Edinburg's Tech Prep Scholars
Tuesday, May 14, 2002

Former U.S. Secretary of Education Dr. Lauro F. Cavazos will address 421 Tech Prep Texas Scholars from three Edinburg CISD high schools at the Edinburg City Auditorium in Edinburg, Texas, at 9 a.m. on May 15, 2002. Dr. Cavazos, who made history as the first Hispanic ever appointed to a U.S. Cabinet-level position, now serves as Professor and Acting Chair of the Department of Family Medicine and Community Health at the Tufts University School of Medicine in Boston, Massachusetts.

When Cavazos traveled to the Rio Grande Valley in 1998 to speak to students and community leaders about Tech Prep opportunities, the Tech Prep Board created the Dr. Lauro F. Cavazos Scholarship Fund in his honor. High school students must graduate as Tech Prep Texas Scholars to be eligible to apply for Cavazos Tech Prep Scholarships.

There were 2,500 Tech Prep Texas Scholar graduates in the Lower Rio Grande Valley in 1999, and that number has grown to over 4,000 for the current year (final reports are being submitted by collaborating schools throughout the region at this time). Edinburg CISD's Career and Technology Department Director and other Edinburg Central Office staff have collaborated wtih Career and Technology Counselors from three Edinburg CISD high schools--Edinburg High School, Edinburg North High School, and Economedes High School--on the ceremony honoring Edinburg CISD's Tech Prep Texas Scholar graduates.

Dr. Lauro F. Cavazos is a sixth-generation Texan who was born on the King Ranch in South Texas, where his father was a foreman. Cavazos earned B.A. and M.A. degrees in zoology at Texas Tech University and holds a doctoral degree in physiology from Iowa State University. Cavazos, who served as U.S. Secretary of Education under two Presidents, has received numerous honorary degrees and awards, including the following: Presidential Award for Outstanding Leadership in Education (1984), Uniformed Services University for the Health Sciences' Distinguished Service Medal (1985), Texas Tech University Ex-Students' Association Award (1987), League of United Latin American Citizens' National Hispanic Leadership Award in Education (1988), City College of New York's President's Medal (1989), and the Medal of Honor from UCLA (1989). Cavazos has consulted for national and international health organizations, including the World Health Organization, and is author or coauthor of numerous professional publications. He is married to the former Peggy Murdock, B.S.N., R.N. They have ten children.

Tech Prep Board Members Serve Communities

Two members of the Tech Prep Board of Directors were recently elected to serve on school boards in their communities.

Moose Miller, President/CEO Moose Miller Enterprises, has been elected to the Board of Trustees of the Harlingen Consolidated Independent School District.

Joe Vasquez, Vice President of Human Resources, Knapp Medical Center and Mid-Valley Health Systems, has been elected to the Board of Trustees of the Weslaco Independent School District.

The Tech Prep Board also has representation on the Brownsville Independent School District Board of Trustees, where Tech Prep Board member Marilyn del Bosque Gilbert, Energy Risk Manager, Brownsville Public Utilities Board, is already serving as a school board member.

Congratulations to these outstanding community leaders!

State Director's Visit Rescheduled

Dr. Barbara Orr, Tech Prep Director at the Texas Higher Education Coordinating Board, was unable to appear at Tech Prep's members' and Board meeting in April. Dr. Orr's visit has been rescheduled to coincide with the Tech Prep Board's meeting on July 30, 2002. That meeting, for which an agenda will be posted the week before the meeting, will be held in McAllen. Interested individuals are encouraged to stop by and meet Dr. Orr.

The semiannual meeting of the voting members of Tech Prep of the Rio Grande Valley, Inc., will be held at 9:30 a.m. on Thursday, April 25, 2002, at the Villa de Cortez Hotel in Weslaco. The meeting will feature a presentation by Dr. Barbara Orr, State Tech Prep Director at the Texas Higher Education Coordinating Board, together with an update on Board activities between October and April.

Outstanding counselors from elementary schools, middle schools, high schools, and colleges/universities will be honored. Nominations are made by peers, and recipients will be notified in late spring, then honored with a special ceremony in the fall. Applications are due March 29.

Support Team (S-TEAM) Awards.
Campuses wishing to create support teams to work with principals and site-based decision-making teams at their campuses have the opportunity to apply for funding at this time. Applications are due March 1.

Tech Prep Texas Scholars.
This student recognition initiative that was developed in collaboration with the Texas Business and Education Coalition, statewide sponsor of Texas Scholars, is underway at this time. May 2002 graduates who complete Tech Prep Texas Scholar graduation requirements will receive honor cords and gold-sealed certificates and will also be eligible for Dr. Lauro F. Cavazos Tech Prep Scholarships. Requests for materials are due March 29.

Summer Teacher Internships:
High school teachers will have the opportunity to shadow employers and then write lesson plans incorporating real-world experiences from Rio Grande Valley places of business. Teachers must apply to participate, and successful candidates will be paid to participate. Applications will be issued on March 11 and will be due on April 17.

Construction Career Days Planned
Monday, February 25, 2002

Tech Prep Inc. is working with the Texas Department of Transportation, the Region One Education Service Center, school districts throughout the region, and other partners on Construction Career Days that will be held on April 16-18, 2002. During this event, which will feature presentations by many Rio Grande Valley employers, students will learn about the many careers that are available in the construction industry ... careers including management, engineering, drafting, and a variety of computer careers, among others. Employers Make a Difference

Employers play a key role in helping many Rio Grande Valley students make decisions about their futures by hosting student “shadows” on job shadow days. Job shadowing and mentoring are two ways that employers can help! During Job Shadow Day on February 1, 2002, 591 Rio Grande Valley students from 17 school districts shadowed with 275 employers at 144 worksites. In a series of Spring Into the Workplace job shadow days scheduled for April and May 2002, approximately 400 students from 8 school districts are expected to participate. Work on mentoring will follow. Tech Prep appreciates its employer partners as well as the dedicated educators who work with Tech Prep for the benefit of our students.

CBIRD Conference Scheduled

The Cross-Border Institute for Regional Development (CBIRD) will hold its First International Technology Conference at South Padre Island on May 9-10, 2002. State-of-the-art trends in e-business and e-learning will be presented by local, state, national, and international leaders during the conference. CBIRD founder Dr. George Kozmetsky will be honored at a special event on May 10. A special pre-conference event focused on Women in Leadership will be held in Harlingen the evening of May 8 and will feature author and entrepreneur Ronya Kozmetsky. Collaborative Youth Initiatives Underway
Monday, January 14, 2002

A Shared Advisor initiative that will leverage resources and assist youth in going to college has begun through a partnership of Tech Prep of the Rio Grande Valley, Inc., Cameron Works, Inc., the Lower Rio Grande Valley Workforce Development Board dba WorkFORCE Solutions, and the South Texas Workforce Development Board. The Shared Advisor initiative is modeled on a Shared Counselor program created by the North Harris Montgomery College in Houston. The percentage of seniors in Houston going on to college increased from 20% to 50% after implementation of program. The Shared Advisor initiative is designed to encourage high school Tech-Prep students to enter and succeed in college.

The collaborating organizations have created the Lower Rio Grande Valley Workforce Development Partnership (the Partnership), and Partnership members will share the cost of the Shared Advisor project. Tech Prep of the Rio Grande Valley, Inc. (Tech Prep Inc.) will manage the project in collaboration with the workforce boards. The Boards of Directors of Tech Prep Inc., Cameron Works, and South Texas Workforce Development Board have already approved funding for the Shared Advisor initiative, which will be presented to WorkFORCE Solutions for final approval on February 27. Tech Prep Inc.'s portion of the project is funded with federal Carl Perkins funds flowing to Tech Prep Inc. from the Texas Higher Education Coordinating Board. Workforce boards are funding their shares with Workforce Investment Act funds flowing to the boards from the Texas Workforce Commission. Both the Director of Perkins Projects at the Texas Higher Education Coordinating Board and the Chair of the Texas Workforce Commission have expressed support for this collaborative initiative.

Tech Prep Inc. is a regional nonprofit organization that leads the Lower Rio Grande Valley Tech Prep/School-to-Careers Partnership. Tech Prep Inc.'s mission is to form working partnerships--such as the Lower Rio Grande Valley Workforce Development Partnership--that leverage regional resources to provide reality-based learning for achieving a higher level of competence in the Valley's workforce.

Cameron Works, Inc., WorkFORCE Solutions, and South Texas Workforce Development Board are all part of the Texas Workforce Network managed by the Texas Workforce Commission, with Cameron Works serving Cameron County, WorkFORCE Solutions serving Hidalgo and Willacy Counties, and South Texas WDB serving Starr County. Each workforce board operates a network of workforce centers and has the mission of helping people find good jobs, preparing youth for the jobs of the future, and contributing to the economic development of its service delivery area.

The purpose of the Partnership is to provide a vehicle for the various boards to collaborate regionally on workforce development, economic development, and educational innovation. All four boards signed memorandums of understanding in spring 2001, and the Shared Advisor initiative is the Partnership's first collaborative project.

In September, Governor Rick Perry praised the work of Tech Prep of the Rio Grande Valley and encouraged Valley leaders to support Tech Prep Inc.'s work. Shared Advisors placed on the campuses of colleges offering Tech-Prep programs will expand Tech-Prep opportunities for high school Tech-Prep students, who have graduation plans that begin in high school and end in college. Tech-Prep degree plans emphasize rigorous academic coursework and give students a head start on college by allowing them to receive college credit for some of their high school courses. Shared Advisors will assist Tech-Prep students in overcoming any obstacles to pursuing college.

In October, the members of the Cameron Works Board heard Economist Ray Perryman encourage them to invest in educating the Valley's youth, which Perryman, like many others, has described as this region's greatest asset. The Partnership's Shared Advisor initiative is such an investment.
